Earlier this year, the U.S. House of Representatives passed the INVEST in America Act, the House’s transportation reauthorization legislation. The bill proposes a total of $494 billion in spending over five years and includes greater spending in the areas of biking, walking, Safe Routes to School, and transit than currently exists. The legislation also places more massive investments in new climate programs.
Shortly after that, the House passed the Moving Forward Act, which incorporated and expanded the INVEST in America Act. These pieces of legislation are in response to the expiration of the Fixing America’s Surface Transportation (FAST) Act, which is scheduled for September 30, 2020. Currently, the Moving Forward Act remains in the Senate for consideration. Unfortunately, some Senators already have vowed not to take the matter up for a vote, citing the legislation as being completely partisan. It remains unclear whether Congress will act quickly to reauthorize the FAST Act to safeguard transportation funding for states.
With a renewed focus on bicycling due to the need to engage in social distancing and recreation outdoors during the COVID-19 pandemic, biking infrastructure has become more necessary than ever. Additional reasons exist to increase biking infrastructure, as well, including increases in property values when bike paths and other types of infrastructure exist, trends in younger people not driving, health reasons, and a way to save cities money. Increasing biking infrastructure also reduces roadway congestion, pollution, and wear and tear on roads. By having the funds to invest in biking as a form of transportation, states can create biking infrastructure to benefit their communities.
